Job Summary: Manages and guide specialized employees with IT positions in support of various MMS departments or SBMI research community efforts. Responsible for development, oversight and implementation of technology solutions that support internal, and cross-organizational, projects. Act as an advisor for complex research, academic and clinical IT systems. Manage large scale academic, research and clinical IT projects ensuring completion of deliverables on time, within scope and budget. Deliver project plans, status reports and presentations to the management. Within MSIT, this role will review, process and approve substantial research and e-learning related IT requests.

This is a grant funded position.

The School of Biomedical Informatics is seeking a Manager to perform the following tasks:

  • Maintains a strong relationship with research and departmental IT personnel by offering guidance, training, and monitoring compliance with UT security policies. Provides oversight to department personnel assigned to projects.
  • Facilitates approval of substantial research related requests with a focus on security, network impact, federal regulations, and legal ramifications.
  • Coordinates with departments, procurement and vendors to create requirements document, proposal request, contract negotiations and service level agreements. Ensures infrastructure operating system is current on patches.
  • Provides guidance to principle investigators to ensure that new IT systems are defined, acquired and managed in accordance with UTHealth standards.
  • Provide expert advice on collaboration, security, stability, control and expansion of existing IT systems and programs.
  • Analyze IT processes, procedures and operational functionality to determine inefficiencies and recommend improvements. Stays abreast of current and emerging technologies.
  • Manage multiple complex academic, research and clinical projects requiring collaboration from multiple groups. Provides organization and effectively prioritizes and coordinates work assignments.
  • Within SBMI, the role acts as Project Manager for all SBMI projects under the direction of the Associate Dean for Research.
  • Develop and deliver project plans, progress reports, proposals and presentations to stakeholders.
  • Makes personnel recommendations for recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluation, and salary planning.
  • Ensures compliance with all federal and state laws and regulations, UTHealth policies and procedures, and Regents rules.
  • Other duties as assigned

MINIMUM EDUCATION:
Bachelor's degree in science or equivalent experience in lieu of degree; advanced degree preferred but not required.

MINIMUM EXPERIENCE:
Five years of in Information Technology Project Management. Experience within an academic, healthcare or research setting is preferred.

CERTIFICATIONS/SKILLS: Project Management Professional (PMP) by the Project Management Institution Inc. preferred. Microsoft Certified Systems Engineer (MCSE) by Microsoft or equivalent certification from a different vendor preferred. Working of knowledge of MS Office, MS Project, Visio, Project Server and SharePoint. Excellent written, technical, interpersonal and communication skills. Project management skills.

SALARY: Commensurate with experience.
